Traverse the water's edge, which is usually a busy place with all the resident Broadwing Hawks and Northern Cardinals that hang out there day in and day out. High school students having attended The Work-Family Connec- tion programs (before, after school, kindergarten wrap-around, Wiz Kids, ACE, WFC Clubs, and Summer Camps) qualify to apply for the scholarships. Students must have been accepted to an accredited college or technical school for 2014. The scholarship amount is up to $2,000. Application pack- ages have gone out to all high school Guidance Counselors. P ay a t t e n t i o n t o t h e r u L e s F o r b o at i n g s a F e t y The U.S. Coast Guard reported 4,515 boating accidents in the United States for 2012, accounting for some 3,000 injuries, 652 deaths including 24 children, and about $38 million in property damages. With Memorial Day – the informal start of summer – comes the official opening of this area's many outdoor recreational facilities. I have been looking forward to the warmer temperatures to get out and enjoy these natural areas. I am sure many of you feel the same after the winter we just had. Boating is a popular pastime in New Jersey, given our coastal location. In our immediate area, we enjoy easy access to Spruce Run and Round Valley, both of which offer boating opportunities. While boating can be both relaxing and exhilarating depending on the vessel of choice, it requires adherence to safety procedures and regulations. And, as evidenced by the statistics cited in the first paragraph, participation in boating does not come without risk. In my law practice, I have encountered accident victims who have experienced the physical and financial devastation accidents can cause. As with any motor vehicle, there are laws regulating the operation of boats. Most of these deal with age restrictions, licensing requirements, and proper use of safety equipment. According to Coast Guard statistics, leading causes of boating accidents include exces- sive speed, inattention and/or inexperience of the boat's operator, and mechanical failure. As far as fatal accidents were concerned, alcohol was a leading factor, accounting for 17% of the deaths reported. Most fatalities were due to drowning. The majority of these victims, including children, were not found to be wearing life jackets even though boating laws specifically state all children under 13 must wear a life jacket whenever they are aboard a boat. Additionally, all occupants of a boat, regardless of age, are strongly urged to wear life jackets aboard a boat. While it may take a little effort to abide by the NJ Boating Rules and Regulations and may appear to be a little inconvenient at times, these efforts will go a long way towards making boating a safe and enjoyable activity for people of all ages. Remember: Don't drink and drive any motor vehicle, including a boat; use the designated driver system on the roads and in the water.
