Amber and S i lv e r A l e r t s Roadway message boards alert drivers of any number of circumstances, including road conditions, traffic congestion, detours and even public safety reminders to buckle up. These variable-message signs are also used to broadcast time-sensitive and even life-saving information about child abductions in the form of AMBER Alerts and, in the case of adult missing persons (usually senior citizens), Silver Alerts. Named for Amber Hagerman, a 9-year-old who was abducted and murdered in Texas in 1996, AMBER is now officially a "backronym" (a phrase constructed to fit an existing word in the form of an acronym) for America's Missing: Broadcasting Emergency Response. When a child abduction has occurred, law enforcement agencies are tasked with determining whether the criteria exist for issuance of an alert. If such conditions are met, in conjunction with the cooperation of broadcast media, an emergency alert is broadcast through a number of outlets, including, but not limited to, radio, television, highway signs, wireless devices and the Internet. AMBER Alerts encourage public participation in locating abducted children, persons or suspects and, to date, have resulted in the recovery of 653 children. Utilization of the alert system conveys the urgency inherent in cases of abduction and law enforcement is cognizant of public cooperation as the most vital component in its success. Therefore, great care and discretion are exercised to prevent desensitization of the public or diminishment of response through excessive use of the alert system. Among the criteria established for engaging the alert system is confirmation that an abduction has taken place; existence of a situation that portends serious injury or death; and availability of sufficient descriptive information on the child, the captor and any vehicle used in executing the abduction. In cases of family abductions, where eminent danger to a child may not be as readily assumed as in cases of abductions committed by a stranger, other factors are weighed, such as a history of violence, substance abuse or mental illness. Silver Alerts, born of the success of the AMBER Alert system, are used to broadcast information about missing adults, in particular senior citizens with Alzheimer's Disease, dementia or other mental disabilities. These alerts ask the public to be on the lookout for these missing adults. The requisite criteria for activation of an alert is State-specific with some jurisdictions limiting issuance to persons over the age of 65 while others include all adults suffering from mental or developmental disabilities.
