This year, Halloween falls on a Monday evening, and Trick or Treat ends at 8:00 pm. The Halloween Curfew begins October 25, 2024, and ends on November 2, 2024. It is unlawful for any juvenile under the age of 18 to be on any public street or public place in Clinton Township between 10:00 pm and 6:00 am, unless the juvenile is accompanied by a parent, guardian, or other person having legal custody or unless the juvenile is engaged in errands for medical emergencies or is attending extracurricular school activities, activities sponsored by religious or community based organizations and other cultural, education, and social events. l e a F c o l l e c T i o n p r o g r a m - 2 0 2 4 PLEASE CHECK THE WEBSITE FOR WEEKLY UPDATES Beginning on or about October 23: Public Works will begin to collect leaves throughout the Township to reduce the volume that needs to be collected when leaves drop during the fall season. Please check the Township's website for weekly updates: www.ClintonTwpNJ.gov. **Holidays, weather, and other unexpected events may result in changes or delays to the anticipated collection schedule.** In order to have a successful and timely leaf collection program, please follow these guidelines: • Rake your piles of leaves to the end of your property. • DO NOT rake leaves into the roadway, as this obstructs drainage. • DO NOT pile onto drainage ditches. • DPW WILL NOT ACCEPT piles of leaves with sticks, branches, and grass clippings, or bagged leaves. • Residents are encouraged to compost leaves on their own property, if possible. Residents Be Advised: Trees in the right of way are the responsibility of the property owner. A s p a r t o f a broader initiative to better manage stormwater, reduce soil erosion, reduce pollutant runoff, and protect the environment, the State of New Jersey compelled Clinton Township to recently adopt ordinances regulating i) private storage of salt and other solid de-icing materials and ii) tree removal and replacement. Ordinance 1195-2024: Salt and other solid de-icing material must be properly stored, whether indoors or outdoors, in one of the manners prescribed to reduce runoff into surface water bodies, storm drain inlets, ditches, and/or other stormwater conveyance channels. Temporary outdoor storage of salt and other solid de-icing material is only permitted between October 15 to April 15. Ordinance 1196-2024: Any party planning to remove a street tree with a diameter at breast height of 2.5" or more or any other tree with a diameter at breast height of 6" or more from private property must submit a tree removal application and fee to the Zoning Officer. With certain exceptions, they will be required to plant a replacement tree or pay a tree replacement fee which varies based on the location and size of the tree being removed. The State of New Jersey also compelled the Township to adopt an ordinance requiring business and rental unit owners to annually register a certificate of insurance with the Township Clerk demonstrating that they have a specified minimum amount of coverage. Ordinance 1183-2023: Businesses and most rental unit owners must maintain liability insurance for negligent acts and omissions in an amount of not less than $500,000 for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence, though the owner of a multi-family home containing four or fewer units, one of which is owner-occupied, must have coverage in an amount of not less than $300,000.
